The Welsh Baccalaureate or Welsh Bacc , delivered in schools and colleges across Wales. It provides a broader experience than traditional learning programs, developing transferable skills that are useful for education and employment. The Welsh Bacc is offered at Advanced (level 3), National (level 2) Foundation (level 1) and National/Foundation level, and is studied alongside various academic and vocational qualifications.
The newly introduced Welsh Baccalaureate for teaching began September 2015 and was designed and developed in response to the findings of the 2012 Qualification Review for ages 14 to 19 in Wales. The main objective is to enable learners to develop and demonstrate understanding, and proficiency in, essential skills and employability: Communication, Numeracy, Digital Literacy, Planning and Organization, Creativity and Innovation, Critical Thinking and Problem Solving, and Personal Effectiveness.
The new Welsh Baccalaureate is different from the Baccalaureate heritage (first available in Wales in 2007 and last given in 2016) in content and structure, most noticeable with the inclusion of a Certificate of Expertise Certificate qualification that can also be awarded independently of the World Bank. WJEC is the agency award for Welsh Baccalaureureate.

The Welsh Bacc is given at the following levels:
- National/Foundation (level 1 & amp; 2) Two-year course delivered at key stage 4 to provide vehicles for children ages 14-16 to consolidate and develop essentials and skills work. If GCSE supporters are rated A * -C, students will be awarded National level, if GCSES supported is rated A-G, students will be awarded Bacc Wales at the Foundation level.
- Foundation - Level 1 A one-year course delivered at the post-16 stage in the context and level of the selected learning program.
- National - Level 2 One year course delivered at post-16 stage for Level 2 learners
- Advanced - Level 3 Two-year course delivered at post-16 stage for Level 3 learners

Legacy Structure and Requirements
The Waccallalaureate qualification of Wales heritage, the latter awarded in 2016, consists of two parts - Mandatory Core and Choice electives, consisting of optional subjects or qualifications that may be followed by students. Together, Core and Choice form the Welsh Baccalaalaureate Qualification. The options are programs/programs currently studied by students in addition to Core eg. Secondary Certificate of Secondary Education (GCSE), Continuing/Advanced Subsidiaries (AS/A level), BTec, Main Learning. Option requirements depend on the level of Welsh Baccalaureureate that is followed. Welsh Baccalaureate Advanced Diploma draws 120 UCAS points (university entries), equal to the value of A in the subject A Level. The awarding organization for Welsh Baccalog Qualification is WJEC. The structure of the Welsh Core Blookalaureate is the same at all three levels and consists of:
- Essential Skills Wales/Main Skills qualifications (The exact requirements depend on the level to be followed)
- Wales, Europe and the World (WEW)
- Personal and Social Education (PSE)
- Work-related education (WRE) - work experience and company team activities
- Community Participation
- Language Module
- Individual Investigation (The exact requirement depends on the level being followed)
Developments
The Welsh Baccalaureate began in September 2003 as a pilot scheme involving 18 schools and colleges in Wales. The qualification was launched to centers in Wales in September 2007. In September 2012, 75,000 students in 240 schools, colleges, and work-based learning centers registered for the Welsh Baccalaureate course. Bac Welsh has become a familiar part of the educational landscape in Wales with all the colleges and only a small part of the school that does not provide at least one qualification level.
Qualification review for ages 14 to 19 in Wales
In the Qualification Review consultation document, published on May 31, 2012, the Review Board considers that Bac Bac has made an important contribution to the education of over 73,000 students in Wales. The consultation document noted that 'The current council has the view that Welsh Baccalaureateate has relevance and value, that it should be further developed and promoted, and ultimately should be universally adopted on 14-19 across Wales.
The consultation continued by saying 'Feedback for Review is mostly positive about Welsh Baccalaureureate. Stakeholders such as their use of the qualifications set forth in their choice, skills development (including literacy and numeracy testing) within the Core, along with elements valued by employers and universities such as work experience, community participation and independent research. '
Grading the Welsh Baccalaureateate
The Qualification Review Board has proposed that Welsh Baccalaureate should be assessed at Advanced level to maintain its currency for higher education acceptance and to ensure that the different achievements of learners are recognized correctly. The Review Board indicates that further insights will be investigated on whether Intermediate and Foundation levels should be assessed.
Current level of achievement
Figures released by the WJEC award-winning organization in August 2012 reported that a total of 8,259 candidates were awarded an Advanced Diploma, compared to 6,948 in 2011, the highest entry to date for this qualification. It represents 83% of those who complete the course. Candidates who achieve at least two A levels or equivalent academic or vocational qualifications, and meet the requirements of the Welsh Baccalaureate Core, include acquiring Essential Essential Skills (ESW, and Key Skills (KS) and personal development modules.
After meeting the various requirements of the Core component, 8,747 or 88% of the candidates completing the course reach the Welsh Baccalaureate Advanced Core Certificate.
In 2012, 7,210 or 73% of candidates are awarded the Baccalaureate Welsh Intermediate Diploma, compared to 67% in 2011. The number of candidates completing the program also increased to 9,940, an increase of 3,937 or 66% in 2011. More 990 candidates achieved the Core Certificate Welsh Baccalaureate.
At the Foundation level, 3,521 candidates complete the program, up 23% compared to 2,858 last year. Of these, 2,236 or 64% achieved Foundation Diploma, compared to 1873 or 66% last year. Furthermore, 279 candidates are awarded the Core Certificate at the Foundation level.
Standard in Bac Welsh
In July 2012, Estyn publishes a good practice guide, Welsh Baccalaalaureate Qualification Requirements at level 3 in high school . Key findings The report notes that Welsh Baccalaureure 'offers many benefits for students. Through studying the Welsh Baccalaureate core, the majority of students improve their essential skills and they achieve an understanding of various topics, including companies, politics and current affairs, that they will not learn otherwise. In particular, carrying out individual investigations helps many students to develop some of the research and analytical skills necessary for higher education and employment. Students also develop their confidence and social skills by engaging in community participation and work experience. '
The report considers the wide range of capabilities of those who take the Core, suggesting this is the case for assessment. The Welsh Baccalaureate is most successful when it is planned as a mandatory part of the curriculum for all students.
The Estyn report recognizes that 'the main source of training, advice and support for staff about WBQ is WJEC.' The report considers that 'This training has been effective and has a positive impact.' WJEC's extensive Center Support Program aims to enable centers to access relevant training/resources as well as to build networks and share good practices. WJEC together with Estyn acknowledged that there were some differences in delivery quality at Bac Welsh center and worked to support all centers in improving the standards, especially those relatively recent for qualifications.
An Estyn report, Bac Welsh at KS4 (2008), focuses on the introduction of Welsh Baccalaalureation Qualifications at Foundation and Intermediate levels at key stage 4 at schools in Wales. It provides a position paper that evaluates the Welsh Assembly Government pilot project to introduce Welsh Baccalaureate into this key stage.
The Welsh Baccalaureateate and Higher Education
The stories that Welsh Baccalaureate is not widely recognized by higher education institutions in Wales and England are not supported by evidence from UCAS, Bac Welsh center or the university itself. The Welsh Baccalaureate Advanced Diploma has been welcomed by the majority of institutions, with many making official statements in their prospectus and on their website about qualifications. In 2008 UCAS reported that the number of courses that included information about Bac Welsh in the reception area was 20,881. 16,069 courses were received Bac Welsh himself, 4,659 in combination and only 153 did not receive it.
In 2012, the university continues to recognize the Welsh Baccalaureureate value and recognizes this by including it in the offer. Ross Thomas, Welsh Baccalaureate Development Officer at WJEC reported 'In 2012, applicants at the Bac Welsh center have received offers including Bac Welsh from all Welsh universities and mostly in the UK. The Wales offer includes Cardiff University for Dentistry, Law, Psychology and English and from the University of Glamorgan for programs from Computer Science to Event Management. Offers from Aberystwyth typically include courses from English, Politics and Business to Drama and Art as did Swansea University which includes English, History and Geography. Other important offers from Welsh universities include many vocational-based subjects such as Aircraft Engineering at Glamorgan University and Biological & Nutrition at Cardiff Metropolitan University. Dr Hywel Davies, Chief of Reception and Recruitment at the University of Wales Aberystwyth said 'We welcome students who have reached the Welsh Baccalaureureate. The skills and experience associated with Bac Welsh provide excellent preparation for the university. '
The majority of British universities including Oxford and Cambridge, also recognize the value of Bac Welsh. In addition to more traditional science and humanities lessons from most UK universities, several important offers include Bac Welsh. Offer for students at Whitchurch High School in Cardiff as diverse as Mechatronics and Robotics, Astrophysics at Exeter and Optometry at Aston. Students from Ysgol Gyfun Emlyn receive offers as diverse as nursing in Kingston, France at Bristol, Biology in Nottingham and Theater and Performance Studies in Plymouth.
There are several university programs that offer no offers including the Welsh Baccalaureate Advanced Diploma.
Research and evaluation of Welsh Baccalaureateate
Academic research
Research on Welsh Baccalaureate is generally positive. The University of Bath is an internal evaluator and produces a number of reports that evaluate the development of the Welsh Baccalaureureate. The Final External Evaluation Report of the Welsh Baccalaureureate Qualification (WBQ) Pilot is also conducted by the University of Nottingham. Internal and external evaluations are mostly positive, emphasizing the positive impact of Bac Welsh in broadening the learner's experience.
Estyn reported on Advanced Level (2012) and Bac Welsh at Key Stage 4 at school (2008, generally positive about the impact of qualifications, although there were some concerns about the difference in delivery quality at the Bac Welsh center.
In 2009, the Nuffield Foundation funded a 14-19 Review of Education and Training where Bac Welsh was praised. The report calls for a baccalaureate system for secondary schools; ask why many young people drop out and training in late teens; and offers a contrast between the British approach to school reform and what has been operating in Wales since Devolution. Among the Review's recommendations is that "Britain should learn from Welsh's efforts to include in 'Learning Pathways', a wider and more flexible development vision." This review supports the continued development of the Welsh Baccalaureateate thus becoming an organizing framework for all 14 - 19 learners in Wales.
The current 'Dragon's Eye' affairs program is broadcasted May 1, 2012, reported on a work published by Dr Chris Taylor and colleagues at the Wales Institute of Social & amp; Economic Research, Data & amp; Method (WISERD) based at Cardiff University. Dr Taylor's work shows that the performance of Welsh Bac qualified students does not match their A-level point scores. One explanation is that since Bac Welsh was not ungraded, the graduating students included various abilities and abilities known as powerful predictors of university success. Dr Taylor commented "This shows that WBQ will benefit from being assessed." He added, "Our findings also raise concerns about the overall quality of WBQ and whether there is a tangible benefit from these qualifications on the progress and results of the university." The conclusions in the Report are however eligible with recognition of the limitations of the analysis. Dr Taylor added: "We do not want to argue that WBQ is systematically worth less than A in A Level, and indeed, rejecting the use of WBQ in helping to determine conditional entries and quotes ignore the 'opportunity cost' for students not taking another qualification or A Level. "
After the publication of the Report, Cardiff University clarified their position on Welsh Baccalaureate applicants. Prospectus 2012-13 states that "Cardiff University receives the Advanced Diploma of Welsh Baccalaureate for admission to all bachelor's degree programs.If you take the Advanced Diploma of Welsh Baccalaureate, and the University decides to make you an offer to learn about any program, the bid will be based on a graduate at Core plus certain grades and subjects, if any, in the Options. "
In 2004, UCAS confirmed that the Advanced Level will attract 120 UCAS points. The 2009 Expert Group Report for Award Reviewing in UCAS Tariffs confirmed the 120-point UCAS tariff award for the Welsh Baccalaureate Advanced Diploma.
By 2018, Wales Qualification Wales exam supervisor says skills at the heart of qualification are highly relevant for future studies and work, but that Welsh Baccalaureate is too complex and a number of students, teachers and parents do not understand it.
Debate on Welsh Baccalaureate
In 2002, Colin Jenkins and John David, who developed the original Welsh Baccalaureate proposal for the Welsh Institute of Affairs (IWA), criticized Bac Welsh for not following the IWA model, based on the International Baccalaalaureate Diploma Program. They say they are disappointed and think Bac Welsh "missed a big chance." They regard WBQ as a "weak quick fix", "not a baccalaureureate", and as "Curriculum 2000 with few layers". They added that the language requirement was a "waste of time." However, comparisons with International Baccalaureureate did not help. Bac Welsh and the International Baccalaureureate qualifications are very different.
Jane Davidson, Welsh Government Minister for Education, Lifelong Learning & amp; Skills from 2000-2007, responding to the couple's criticism by stating that Welsh Baccalaureate is "a significant innovation that will expand the student's program and bring coherence to them." The program will be distinctive, modern, and proud of Welsh. " He explained that "The contract to design and hand over the Wales baccalaureureat is given after the tender process... In this case we do not accept tenders under the IWA model." Jeff Jones, WJEC chairman when bid and develop WBQ, stated in 2011 that he thought at the time WBQ "looked like nonsense" but that WJEC "needs money and in any case we have to bid because we are the Welsh exam board". Jones added that WBQ is "really level A with loads of nonsense added on" and added: "This is not the right Bac where the 18 students will still be asked to learn math, English, science and language, the addition of Mickey Mouse What's the point of 'Wales and the World' to start? No wonder Russell Group University that can get students from England with four A stars is not that interested.If I'm a college student, I would not be interested in touching it with a barge pole. " Leeds, which ranks 2nd in the United Kingdom at Russell Group, does not accept Welsh Baccalaureate. Most Welsh high schools mandate their 6th form students to study Welsh Baccalaureate throughout their Level A studies, insisting that it is a compulsory subject that "completes" the student learning experience. However, Mr Jones's comments were challenged by David Evans, Secretary of the United National Union of Teachers of Wales, who said: "I am surprised Jeff Jones has come out and made this statement several years after the incident.If that's what he thinks at the time, he should hang his head because she was embarrassed to bid from the WJEC to run Bac Welsh, making this comment now disgusting. "
